FAQ of the European Union Deforestation Regulation (EUDR)
Dear esteemed MFC members,
As you all know, the European Union Deforestation Regulation (EUDR) has come into force since June 29, 2023. Nevertheless, several clauses in the legislation will only come into force on December 30, 2024 (non-SME) and June 30, 2025 (for SMEs) respectively.
To ease your understanding, the EU has released a set of Frequently-Asked- Questions (FAQ) touching on the common issues associated with the EUDR.
Among some of the major issues to take note from the FAQ are such as:
1) Geolocations are required to be provided (Can be done via mobile phone or digital apps);
2) For plots of land under 4 hectares, a polygon or single point of latitude and longitude of 6 decimal digits can be provided;
3) For plots of land over 4 hectares, a polygon containing 6 decimal digits to describe the land shall be used;
4) Operators are required to trace every relevant commodity back to its plot of land;
5) The relevant commodity CANNOT be of unknown origin or without trace;
6) If the relevant commodity cannot be proven its authenticity, then the operator should refrain from placing the product in the EU market;
According to the definition of the EU, SME are companies which do not exceed the limit of two of the following three criteria below:
a) Balance sheet: EURO 20,000,000
b) Net Turnover: EURO 40,000,000
c) Average number of employees during financial year: 250

欧盟森林砍伐法规常见问题与解答
诚致全体 MFC 会员：
谨此通知，欧盟森林砍伐法规（EUDR）自 2023 年 6 月 29 日起生效。然而，该法规中的条款将分别于 2024 年 12 月 30 日（非中小企业）和 2025 年 6 月 30 日（中小企业）生效。
为了方便大家理解，欧盟发布了一份有关 EUDR 的常见问题与解答（FAQ)。
常见问题与解答涵盖：
1. 需提供地理位置信息（可以通过手机或应用程序完成）；
2. 对于面积 4 公顷以下的土地，可以经纬度 6 位小数的多边形或单点；
3. 对于面积超过 4 公顷的土地，应采用包含 6 位小数的多边形来描述该土地；
4. 经营者需将确保每个相关商品都能追溯到其土地地块；
5. 相关商品不能来源不明或无法追溯；
6. 如果相关商品无法证明其真实性，经营者应避免将该产品投放到欧盟市场。
根据欧盟的定义，中小企业是指不超过以下三个标准中两个限制的公司：
a) 资产负债表：2,000 万欧元
b) 净营业额：4,000万欧元
c) 财政年度平均员工人数：250人
