MOHR Application for Foreign Workers through FWCMS

Dear esteemed MFC members,

For your information, the Ministry of Human Resources (MOHR) has announced that beginning of August 22, 2026, all applications regarding foreign workers shall be done through the FWCMS system (https://fwcms.com.my/).

According to the announcement, the duration of obtaining a Surat Kelulusan Bersyarat (SKB) from the initial approval application under Section 60k of the Employment Act (Based on fully adhering to the requirements) shall be within 14 days. (From Part 1 to Part 4 in flow chart)

As a result, manual applications and walk-in submission will no longer be practiced and the setting of appointment dates for employers’ interview shall be done through the Agensi Kawal Selia (AKS). This approach is intended to reduce the need for employers to physically visit the related government agencies and waiting time while making the application process to be more orderly.

However, please take note that the shifting of application to the FWCMS system does not mean the relaxation of requirements as all applications must still be based on the existing laws and policies alongside inspection by the AKS.

人力资源部 FWCMS 申请外籍劳工通知

诚致全体 MFC 会员：

谨此通知，人力资源部已宣布，自 2026年8月22日起，所有有关外籍劳工的申请必须通过 FWCMS 系统（https://fwcms.com.my/） 办理。

根据有关公告，在符合所有相关要求的情况下，自根据《1955年雇佣法令》第60K条提交初步批准申请起，取得 有条件批准函（Surat Kelulusan Bersyarat，SKB） 的处理时间为 14天内。（请看附件第1至第4部分）

因此，今后将不再接受手动申请及亲自到场（walk-in）提交申请。雇主面试日期的预约，也将通过 监管机构（Agensi Kawal Selia，AKS） 进行安排。此项措施旨在减少雇主亲自前往相关政府机构的需要及等候时间，同时使整个申请流程更加有序和高效。

请注意，申请转由 FWCMS 系统办理并不意味着放宽现有申请条件。所有申请仍必须遵守现行法律及相关政策，并接受 AKS 的检查与审核。
